International Marketing Organisation: Who Decides What?

Centralise or give local markets autonomy? The three organisational models for international marketing, their pitfalls, and the right choice for SMEs.

"That won't work here." If you are growing your brand internationally, that sentence will eventually arrive from your target market. How your organisation responds to it says a great deal about its chances of success.

Because behind that sentence sits the real governance question of international marketing: how much autonomy should each market have? We keep seeing three models, with our clients and across the industry.

Model 1: everything from headquarters

HQ designs, markets execute. This model is attractive for its efficiency and consistency: one team, one creative line, controlled costs. Its blind spot is just as clear: it cannot see local realities. Campaigns designed for the home market are rolled out unchanged and die quietly, without anyone at HQ understanding why. Local teams, reduced to executors, stop reporting what they see.

Model 2: every market for itself

At the opposite end, each country decides everything: positioning, channels, campaigns. Customer proximity is maximal, but costs explode, every market reinvents the wheel, and two years in, your brand no longer looks like itself from one country to the next. Lost consistency is paid for in diluted awareness.

Model 3: framework from HQ, local execution

The model that works for most SMEs combines the two: headquarters defines the non-negotiable core, visual identity, mission, product promise, quality standards, and provides frameworks, templates, budgets, success criteria. Execution belongs to people who genuinely know the market: tone, channels, promotional calendar, campaign angles.

The condition for success is a question of posture: treating the local side not as an executing body but as the entity that knows the market best.
